Objectives and Policies
Results of Administration First Trimestres 2005
     
  INSTITUTIONAL OBJECTIVES :
  1. To contribute to achieve a socially equitable development, regionally balanced, environmentally sustainable and democratically participative.
  2. To promote national and foreign investment, protect the interests of the State in the scopes of its concern, and, contribute to achieve a growth that is both sufficient and sustained.
  3. To promote an increase of the contribution that the hydrocarbon and mining sectors make to the GDP.
  4. To Diversify the use of renewable types of energy and the efficient use of energy.
  5. To consoliate the modernization process of the Ministry of Energy and Mines and improve its levels of institutional efficiency and effectiveness.

MANAGEMENT POLICIES :

  1. Planning will be the basic and essential tool for the development of the Ministry of Energy and Mining; in order to project its efforts into the future in a constant, rational and harmonic way between the institutional processes.
  2. The evaluation of the institution, of the processes and human resources will be based on performance indicators, product or service quality and customer satisfaction.
  3. The complete processes and work teams will be under the technical and administrative direction of the Ministry of Energy and Mines public officials. Their job titles will be included in the Organizational Job Classification Handbook of the Ministry of Energy and Mines. The officials assignated to the different processes and work teams will be responsible of: the quality of both products and services; optimizing the process itself or the work team; using the institutional resources in an optimal way; and, the satisfaction of the customers' needs.
  4. The stability and performance of the Ministry of Energy and Mines employees will be the base for the management of human resources. The officials assignated to the processes will be in charge of the management of human resources in accordance with the policies and regulations established in the Internal Handbook of Human Resource Management.
  5. The needs and expectations of the Ministry of Energy and Mines` internal and external customers will be fulfilled in the framework of Total Quality philosophy and Continuous Improvement.
  6. Institutional management will be accomplished by relying on the information systems that allow an access to scientific and technological developments in the areas of its concern; especially on the fields related to information technology.
  7. Training will be considered as an investment and it will be carried out through a dynamic, systematic and permanent process oriented to the development of the Ministry of Energy and Mines employees` skills. In that way, they will become the key factor of success in achieving the institutional mission statement.
